All neighborhoods in Jerusalem have a local neighborhood council and attached to the council in most of the neighborhoods there is a Absorption Coordinator. They are responsible for assisting new Olim on a neighborhood level. Some of the neighborhoods even offer other assistance. Goodness, how much has changed since we came here over 8 years ago. We were told that since:(1) My wife had family here, that no absorption center was needed(they wanted them to take care of us...which they did not at all) and (2) Even if we had not family or friends here in Israel...since we had no children, we were not a family and so...no absorption center. In fact, no help from the so called Jewish Agency or the MOIA(who told us during a visit to try and get help in housing was told "you can live anywhere in Israel" and was shown the door. We were told by another couple who made Aliyah and ended up in Jlem that the center there was horrible and they were treated badly(they eventually went back to the U.S.). So if this has changed...I hope for the better.

This is a welcome change for the better! Of course anyone that came on aliyah long ago remembers what it was like and we certainly would want to process to be made easier.
The reason the municipality has taken on this project is that many of the organizations we knew in the past no longer have the kinds of services that they once had (budget cuts)!
So Jerusalem and now some of the other major cities are doing it directly, with oine big difference! They are not trying to convince people to come and live here, but are reaching out to those that are actively planning aliyah within a fairly short period of time (within the year). What they are doing is trying to convince new olim to settle in their city.
You can say that Jerusalem was the pilot for this and the other cities are following its lead.
I find this commendable!
