Registering for Sherut Leumi?

Does anyone know what the process is for dati girls who want to do sherut leumi and not the army? My sister got a tzav rishon but is lost as to how and where to do the "hatzhara"? Does she go to the Rabbanut and if so, where is it? etc. Any help would be appreciated! Thanks!
